　　一是项目环境影响评价、社会影响评价进行了老挝政府省级和国家级审查。
 

    二是项目可行性研究报告获得通过。2008年5月，老挝能源矿产部颁发了项目可研报告的批准证书，中国水电水利规划设计总院印发了项目可研报告审查意见，项目初步具备国内核准条件。

　　
　　三是与老挝政府的BOT合同谈判进入关键阶段。双方于2007年完成项目开发协议谈判。特许权协议、购售电协议、股东协议的条款基本达成一致。下一轮完成综合社会与环境职责和电价谈判，并由老挝政府指定正式指定股东单位和确定股比后，项目协议具备草签条件。

　　四是向老挝总理府提出了老挝政府对本项目的担保。老挝总理府已要求相关部门进行研究。

　　五是开展项目融资和保险工作。国家开发银行对项目进行了财务测算，国家开发银行、中国建设银行出具了项目融资意向函，与中国出口信用保险公司就项目保险事宜进行了多次会谈。下一步将开展融资方案和融资协议的制定工作。
